Please find attached the Invitation to Tender (ITT) for the Provision of Consultancy Services for The Department of Urban Planning and Engineering – DUPENG (PR 033).
Take note of the following important dates: 
  1. Questions Date Deadline: All questions relating to this solicitation must be submitted electronically via email to: TIS3 SINAAN Team at sinaan.procurement@dt-global.com,  no later than Friday, 13 February 2026 by 1700hrs (5 pm) East African Time EAT).  
  2. RFP Deadline: Monday, 23 February 2026; 1600 hrs (4 pm) East Africa Time (EAT). 
  1. Submission: Submission (Electronically): Bidders submit their bids by email to SINAAN Tender Team (sinaan.tender@dt-global.com) as two separate PDF files – Technical Proposal and Financial Proposal. Bids received after the deadline date and time will not be considered.
