Who Are we?
Peace Action Society Organization for Somalia (PASOS) is a distinguished national non-governmental and non-profit organization
founded on January 1 1997 in Mogadishu Somalia and established by proactive civil society groups PASOS emerged in response to
the pressing challenges faced by marginalized communities in Somalia with a commitment to promote justice, dignity, peace
building, livelihood restoration, emergency response and sustainable development PASOS has positioned itself as a key player in the
humanitarian and developmentlandscape of Somalia. PASOS core mission to empower vulnerable and underprivileged communities
in Somalia promoting sustainable development and positive social transformation with a focus on equality, justice, and human rights
and other included environmental stabilization where the organization works to mitigate the effects of climate change and
environmental degradation and food security programs designed to ensure that communities have access to nutritious and sufficient
food. Additionally, PASOS emphasizes community empowerment advocating resilience and self-reliance through education skills
development and local capacity building. The organization is also a staunch advocate for gender justice and human rights working
tirelessly to promote equality and protect the rights of women, children, and other vulnerable groups. PASOS has implemented
livelihood security programs with safeguarding exploitations, abuses to provide essential support for economic empowerment and
poverty alleviations.
PASOS invites qualified and experienced professional firms/consulting companiesto submit proposalsto provide technical assistance
in the following areas:
• Development of institutional and operational policies
• Comprehensive review of existing organizational documents
• Improvement of internal financial operating systems
• Design and development of automated financial information systems
• Strategic Plan review and development 2025 – 2029

Scope of Work
The selected firm will be expected to carry out the following tasks:
1. Development ofInstitutional Operational Policies and Manuals
• Design and develop comprehensive policy manuals including but notlimited to:
o Human Resource Management Policy (Associate Operational Annexes)
o Financial Management& Internal Accounting Procedures Policy (Associate Operational Annexes)
o Procurement and Asset Management Policy (Associate Operational Annexes)
o Code of Conduct and Ethics (Associate Operational Annexes)
o Risk Management Policy and Internal Control Framework (Associate Operational Annexes)
o Monitoring and Evaluation Tool or Policy (Associate Operational Annexes)
o Security Policy (Associate Operational Annexes)
o Retention Policy (Associate Operational Annexes)
o Sustainability Development Policy (Associate Operational Annexes)
o Child Protection Policy (Associate Operational Annexes)
o PSEA policy (Associate Operational Annexes)
o Accountability to the effected population (AAP) Framework or Policy (Associate Operational Annexes)
o Grievance Policy (Associate Operational Annexes)
o Anti-Money Laundering Policy (Associate Operational Annexes)
o Conflict of Interest Prevention Policy (Associate Operational Annexes)
o Anti-Fraud, Bribery and Corruption Policy (Associate Operational Annexes)
o Environmental Safeguarding Policy (Associate Operational Annexes)

Align all policies with Somaliregulatory frameworks, international donor compliance standards, and industry best practices

2. Review and Strengthening of KeyOrganizational Documents
• Conduct a detailed review and assessment of PASOS’s existing operating documents and manuals.
• Identify gaps, outdated sections, or areas that require restructuring or clarification.
• Provide revised and harmonized documentation that reflects current operational needs and future organizational
growth.
3. Financial Systems Improvement
• Review existing financial operating systems and propose enhancements for improved transparency, accountability, and
efficiency.
• Introduce or upgrade accounting and financial procedures, reporting formats, and internal controls.
• Build staff capacity in the use of improved financial procedures and reporting tools.
4. Design and Development of an Automated Financial Information System
• Develop or recommend suitable financial software solutions tailored for NGOoperations.
• Ensure the system enables real-time tracking of expenditures, donor fund management, financial forecasting, and
compliance reporting.
• Integrate budgeting, payroll, procurement, and granttracking functionalities within the system.
• Train PASOS staff on system usage and maintenance.
Deliverables
The firm will be expected to deliver the following:
• A detailed inception report and work plan
• Draft and final versions of operational policies
• Revised organizational documents and manuals
• Functional automated financial system
• Training sessions and user manuals for staff
• Final project report with recommendations for sustainability
Eligibility Criteria
Interested firms must meet the following requirements:
• Be a legally registered business entity or consulting firm with proven expertise in institutional development, policy
writing, and financial system automation.
• Minimum of 5 years of experience supporting NGOs or public institutions in policy development and systems
strengthening.
• Demonstrated knowledge of donor compliance frameworks including USAID, UN, EU, and other international agencies.
• Experience in developing and installing automated financial systems – non-for-profit Software System, multi-function
• Strong understanding of the local operating context in Somalia or similar environments.
• Ability to deliver high-quality outputs within specified timelines.
Proposal Requirements
Interested firms should submit the following documents:
• Company profile detailing relevant experience and past assignments
• Technical proposal describing the approach, methodology, and work plan
• CVs of key personnel assigned to the task
• At least three references from similar work completed
• Financial proposal including itemized budget and payment schedule
• Copy of business registration/license

Shortlisted firms may be invited for a brief presentation or clarification session before final selection

Applications will be assessed based on:
• Relevance and depth of technical proposal (30%)
• Experience and qualifications of the firm and team members (30%)
• Cost-effectiveness and clarity ofthe financial proposal (20%)
• Past performance and references (10%)
• Understanding of the local and donor context (10%)
