Organizational Background

GREDO is an indigenous local NGO.  Non-profit non-partial, non- political and voluntary organization based in Baidoa. To reach the most affected grass-root communities in Bay, Bakool, Gedo, lower Shebelle and Galmudug effectively and efficiently, the necessity of local partnership in relief program appeared. Responding to the partnership need, a group of Somali intellectuals and well-wishers initiated in December 1992 a local non-governmental organization called Gargaar Relief and Development Organization (GREDO) the organization has implemented during these period different projects including relief and emergency programs and later improved into rehabilitation and developmental programs.

Localization is critical workstream within the Danwadaag Consortium Localization Initiative and is focused on driving culture change across GREDO and wider Danwadaag consortium. Localization is at the heart of Danwadaag consortium’s business. The consortium is committed to making localization a reality and is already working extensively with local and national actors. Danwanaag plans to make localization its default of ways of working so that local people affected by different crisis in Somalia lead and own designing and implementing of programs. By doing this, Danwadaag consortium but we need to really shift our focus to ensure we always have local and national actors at the heart of everything we do including understanding needs, prioritizing interventions, engaging with donors, implementing programmers’ engaging global and nationally to advocate for change etc.

 

Role Purpose

 

The objective of the position is to lead the Culture Change Workstream that is run by GREDO / Danwadaag Consortium. As Localization Coordinator, the position will provide technical guidance and leadership in implementing the localization initiatives and plans of the Consortium. The role will engage with different teams and lead analysis of the current and future state of localization, proposed interventions, associated change impact and change interventions that need to be taken to support the culture change implementation. A key part of changing the culture is effective engagement across our organization and beyond. The localization Coordinator will lead development of the approach, tools and process and implementation of the Culture Workstreams priorities.  In doing so, the localization Coordinator will create and maintain strong relationship with consortium members, engage them in the development of change plans and priorities, agree with them on indicators for measuring success and monitoring tools, and processes. Furthermore, the role will ensure alignment with the wider Consortium Project Plan and change initiatives happening across wider transformation initiatives.

Responsibilities:

o   Lead development of locally-led plans and tools for GREDO and Danwadaag consortium.

o   Provide technical support to GREDO and Danwagaad consortium and ensure all members are skilled and have knowledge to deliver the agreed change.

o   Organize regular localization meetings among the members of the consortium to discuss progress and challenges in the consortium on fostering localization plans.

o   Lead documentation of good case stories from the consortium members and organize learning session with the consortiums, international partners and the wider civil society platforms like Somalia NGO consortium.

o   Actively engage in the relevant working groups under the SNC particularly the Localization and Partnership and ensure that relevant activities are coordinated, information and learning disseminated to Danwadaag Consortium.

o   Lead localization researches and assessments and ensure timely dissemination of quality reports to Donors and target audience.

o   Ensure GREDO and the wider Danwadaag consortium is well represented in key Localization discussions at the national and international level, including with ministries, authorities, donors, and government representatives.

o   Actively participate in Localization working groups and coordination fora, and seek opportunities to enhance GREDO’s work, value add, and visibility in the sphere of supporting local organizations, institutions, and coordination fora.

o   Seek opportunities to increase advocacy about and visibility of the locally-led, people-centered humanitarian and early recovery responses and initiatives in

 

o   Organize/co-organize external events to support and highlight the work of local civil society and authorities.

 

o   Translation and Review: Oversee the translation and review process for written and multimedia content. Coordinate with translators and linguistic experts to ensure high-quality translations that accurately convey the intended meaning and tone.

o   Assess, document, review, and provide recommendations on GREDO’s localization work in Somalia, for purposes of greater learning in the country and within the larger Danwadaag Consortium.

o   In collaboration with the Director of Programs, Program Development and Advocacy Manager, and Danwadaag consortium partners, increase the visibility of GREDO’s work with and through local stakeholders in communication and media.

o   Quality Assurance: Develop and implement quality assurance processes to ensure the accuracy, consistency, and effectiveness of localized materials. Conduct reviews and audits to identify areas for improvement and address any localization issues.

o   Budget and Resource Management: Develop and manage the localization budget, including cost estimation, vendor selection, and contract negotiation. Optimize resources and explore cost-effective localization solutions without compromising quality.

o   Reporting and Documentation: Prepare regular reports on localization activities, progress, and impact. Maintain comprehensive documentation of localized content, processes, and lessons learned for future reference.

o   Stakeholder Engagement: Foster strong relationships with local partners, community organizations, and other stakeholders to gain insights into the local context and ensure effective localization. Collaborate with local teams to gather feedback and incorporate it into the localization process. 

Skills and Qualifications

Requirements:

EXPERIENCE AND SKILLS.

Essential

  • Bachelor’s degree in a relevant field (e.g., International Development, Humanitarian Assistance, Economics, Communications, or a related discipline). A master’s degree is preferred.
  • Experience of supporting capacity strengthening of local/national partners.
  • significant experience in leading implementation of humanitarian programs and dealing with national partners and local/government authorities.
  • Experience of solving issues through analysis, the definition of a clear way forward, and ensuring buy-in
  • Excellent communication and interpersonal skills
  • Computer literate and competent on MS Office.  Specifically, the candidate must be able to use of key change and engagement tooling including (but not limited to) PPT, video software, email communication etc.
  • Demonstrated ability to work effectively under pressure and handle multiple simultaneous tasks and demands coming from multiple sources.
  • Hard-working, sharp and detailed oriented.
  • Good interpersonal skills; tact, patience, diplomacy, and appropriate assertiveness.

Desirable.

­          Affinity, knowledge and experience of working within a standardized project/Consortium

­          Experience working across Somalia and the Horn.

­          INGO/UN experience

­          Fluent speaking and writing both English and Somali languages
