- The Federal Government of Somalia has received financing from the World Bank for the implementation of the Somalia Food Systems Resilience Project (FSRP) by the Ministry of Agriculture and Irrigation FGS and intends to apply part of the proceeds toward payments under the contract for the “Procurement of Rain-fed Seeds (Sorghum, Maize, and Cowpeas seeds) for Galmudug State of Somalia”: “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

- Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in November 2017 and August 2018, November 2020, September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
- Interested eligible Bidders may obtain further information for Procurement of Rain-fed Seeds for Galmudug State (Sorghum, Maize, and Cowpeas seeds) of Somalia. via Email to fsrpprocurement@moa.gov.so and copy to project.co@moa.gov.so and inspect the bidding documents during office hours 09:00 to 16:30 hours Mogadishu local time from Saturday to Thursday exclusive of public holidays at the address given below.
- The complete set of bidding documents in English may be requested by interested Bidders free of cost upon the submission of a written application via email to fsrpprocurement@moa.gov.so
- Hard copy of the Bids must be delivered to the address below S-FSRP NPCU Office, Jayga Street next to Data Protection Office, Near to Mogadishu Airport on or before 16:30 Hrs. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below 16:30 Hrs. Mogadishu
time on Tuesday, 28th May 2024
- All Bids must be accompanied by a Bid-Securing Declaration.
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
