1), Gareero Hafir dam in Hudur District (Lot 2), Bunqabe Hafir dam in
Barawe District ( Lot 3) , Manaara Hafir dam in Barawe District (Lot 4), and
Salbuuy Hafir dam in Baidoa District (Lot 5)- SWS.

The Ministry of Planning ,Investment and Economic Development of the
Southwest State of Somalia has, through the Government of Somaliland,
received financing from the World Bank toward the cost of the Water for
Rural Resilience Project (Barwaaqo) Project, and intends to apply part of the
proceeds toward payments under the Contract for Construction of Dalaalay
Hafir dam in Hudur Distriuct, (Lot 1), Gareero Hafir dam in HudurDistrict (Lot 2), Bunqabe Hafir dam in Barawe District ( Lot 3) ,
Manaara Hafir dam in Barawe District (Lot 4), and Salbuuy Hafir dam
in Baidoa District (Lot 5)- SWS. For this contract, the Borrower shall
process the payments using the Direct Payment disbursement method, as
defined in the World Bank’s Disbursement Guidelines for Investment Project
Financing, except for those payments, which the contract provides to be made
through letter of credit.
The Ministry of Planning, Investment, and Economic Development- SWS
now invites sealed Bids from eligible Bidders for Construction of Dalaalay
Hafir dam in Hudur Distriuct, (Lot 1), Gareero Hafir dam in Hudur
District (Lot 2), Bunqabe Hafir dam in Barawe District ( Lot 3) ,
Manaara Hafir dam in Barawe District (Lot 4), and Salbuuy Hafir dam
in Baidoa District (Lot 5)- SWS.
Bidding will be conducted through National Competitive Procurement using
Request for Bids (RFB) as specified in the World Bank’s “Procurement
Regulations for IPF Borrowers” dated July 2016 and revised in November
2017, August 2018 and November 2020, September 2023 (“Procurement
Regulations”), and is open to all eligible Bidders as defined in the
Procurement Regulations. In addition, please refer to paragraphs 3.14 setting
forth the World Bank’s policy on conflict of interest.

interested eligible bidders upon the submission of a written application to
the e-mail address above.
Bids must be delivered to the address below on or before 10:00 Hrs. Soamli
time on 4th September, 2025. Electronic Bidding will NOT be permitted.
Late Bids will be rejected. Bids will be publicly opened in the presence of the
Bidders’ designated representatives and anyone who chooses to attend at the
address below on 10:00 Hrs. Somalia time on 4 th September, 2025.
All Bids must be accompanied by a BID-SECURING
DECLARATION using the form included in Section IV, Bidding Forms.
Attention is drawn to the Procurement Regulations requiring the Borrower to
disclose information on the successful bidder’s beneficial ownership, as part
of the Contract Award Notice, using the Beneficial Ownership Disclosure
