Modern Abattoir in Baidoa city.

The Government of the Federal Republic of Somalia has received financing from the World Bank
toward the cost of Somalia Food Systems Resilience Program (FSRP) and intends to apply part of the
proceed for consulting services.
The objective of Consulting Services (the Services) is to undertake the design and the construction
supervision of a Modern fruits & vegetable market Center and Modern Abattoir. The effort will
include a Feasibility studies (including ESIA & an accurate regulatory, operational and technical,
economic, financial Assessment with an associated strategy to address risks and mitigate them),
Preliminary and detailed engineering design, Bidding Document, Cost estimate, Bill of quantities,
Tender Assistance and Construction supervision for both the Modern fruits & vegetable market
Center and Modern Abattoir. The Consultant will undertake all the specific tasks detailed out in the
Terms of Reference (TOR) and the service is divided into two Phase as follows: –
– Phase 1: Lump-Sum Contract – Feasibility Study, Environmental and Social Impact
Assessment (ESIA), Preliminary and Detailed Engineering Design, Preparation of
Tender/Bidding documents and Tender Assistance; expected to be completed within 6
months from Phase I commencement.
– Phase II is Time-Based Contract – Construction Supervision and Contract Administration.
Phase II shall extend from its date of commencement till the end of the defect liability
(maintenance) period of the works, which is envisaged to be a period of approximately 12
months of construction and an additional 12 months of defect liability period.

The Ministry of Agriculture and Irrigation now invites eligible consulting firms (“Consultants”) to
indicate their interest in providing the Services. Interested Consultants should provide information
demonstrating that they have the required qualifications and relevant experience to perform the
Services (brochures, description of similar assignments, experience in similar conditions, availability
of appropriate skills among staff, etc.).
1a) c) d) The short-listing criteria are as follows:
Core business of the firm and at least 10 years in business (General Experience in Design and
Supervision of Infrastructure Development Project)
b) Experience in conducted Feasibility, ESIA study and Detailed Engineering Design
[Architectural, Structural, Electrical, Mechanical and Plumbing] and Tender Document
Preparation of projects such as mixed-use buildings, modern market areas, shopping malls,
multipurpose buildings, industrial buildings] of at least 3 substantially completed contracts.
Experience in Construction supervision and contract administration of buildings
/development Projects such as mixed-use buildings, modern market areas, abattoir, shopping
malls, multipurpose buildings, industrial buildings] of at least 3 substantially completed
contracts. Experience in World Bank financed assignments of similar nature will be an added
advantage. The Consultant shall provide the name and contact address of the Client (office
and e-mail address and telephone number), date(s) of execution, name (s) of lead and
associate firms, contract amount and financing sources for submitted experiences.
Experience of relevant services in Sub-Sharan Africa. Experience in an environment similar to
that of Somalia is an added advantage; and
The technical and managerial organization of the firm. (Provide only the structure of the
organization. Do not provide CVs of staff). Key experts will not be evaluated at the shortlisting
stage.
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World
Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing – Goods,
Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017
August 2018, November 2020 and September 2023, (“Procurement Regulations”), setting forth the
World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualification but should indicate clearly
whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint
venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract,
if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS)
method set out in the World Bank’s Procurement Regulations. Interested Consultant may obtain
further information at the address below during office hours from 8:30am to 3.30pm Baidoa Somalia
time (Excluding public holidays). Expressions of interest (EOI) should be delivered (in person or by e-
mail) in a written form in three (3) hard copies (if not by e-mail) to the address below by 6th December
2025 at 17:00 Hours (Baidoa Time)
