  1. The Federal Government of Somalia (FGS) has received financing from the World Bank toward the cost of the “Somalia Food Systems Resilience Project (S- FSRP)” and intends to apply part of the proceeds toward payments under the contracts for “Rehabilitation of Water Catchments & linings in Bakool Region (2 Lots)- SWS of Somalia: Lot 1: Makiiney Water Catchments & linings and Lot II Warcadeey Water Catchments & linings. For these contracts, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments the contract provides to be made through a letter of credit.

 

  1. Bidders may Bid for one or both of the contracts (Lots), as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.
  2. The Ministry of Agriculture and Irrigation, Southwest State of Somalia now invites sealed Bids from eligible Bidders for below Procurement

The existing water catchment/Dam serving as the primary flood buffer for Hudur Town. The structure is functional but heavily silted, reducing its storage capacity, and hence requires rehabilitation to improve flood control & water storage.

Existing catchment located near the airport. The Dam showed signs of degradation and requires rehabilitation to capture adequate water during rainy seasons.

 

The rehabilitation of the two water catchments includes: –

  • L1 Makiiney Water Catchment: 27,000 m³ storage capacity;
  • L2 Warcadeey Water Catchment: 18,000 m³ storage capacity;

The proposed works involve the rehabilitation and improvement of both water catchments to enhance water storage, reduce flood risks, and improve access to water for domestic and livestock use. Each site is expected to be completed within twelve (12) months from commencement. Bidders are required to meet the following minimum Key Qualification criteria: –

4. Specific Experience

 

A minimum number of similar contracts specified that have been substantially completed (at least 80%) as a prime contractor, joint venture member, management contractor or subcontractor between 1st January 2021 and bid submission deadline:

i)               2 similar contracts each with minimum value US$ 188,000;

 

Or;

 

 

ii)             1 similar contract with minimum value US$ 376,000.

i)               2 similar contracts each with minimum value US$ 240,000;

 

Or;

 

 

 

ii)             1 similar contract with minimum value US$ 480,000.

Minimum requirements for combined contract(s), i.e., for both Lot 1 and Lot 2, shall be the aggregate requirements for each contract as further detailed in the RFB document

 

  1. Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in November 2017 and August 2018, November 2020, and September 2023, (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
  1.   1. The bidding documents in English Language may be obtained by interested eligible bidders free of cost upon submitting a written application to the address below.

 

  1. Bids must be delivered to the address below on or before9th July 2026 at 1:30 PM. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidder’s designated representatives and anyone who chooses to attend at the address below on 9th July 2026 at 1:30 pm.

 

  1. All Bids must be accompanied by a Bid-Securing Declaration using the form included in Section IV, Bidding Forms.

  

  1. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.

 

  1. All bids must be accompanied by a signed Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
