<p><strong>INTRODUCTION</strong></p>
<p><strong> </strong></p>
<p>The Government of Somalia has acquired an International Development Association (IDA) credit to finance the Somalia Food Systems Resilience Project (S-FSRP). The FGS intends to utilize part of the credit proceeds to finance the cost of the PhD, MSc/MBA, and Bachelor’s Degrees for the S-FSRP Scholarships Program relevant to the project.</p>
<p>The Project Development Objective (PDO) is to increase preparedness against food insecurity and improve the resilience of food systems in the targeted project areas of Somalia. This objective will be achieved by increasing farm productivity and resilience through the development and dissemination of climate-smart agriculture (CSA) technologies and services to farmers, including climate-smart seed systems and gender- sensitive technologies. The Project activities will be implemented within six components, namely: &#8211;</p>
<ol>
<li>(Re-) Building Resilient Agricultural Production Capacity</li>
<li>Supporting the Sustainable Development of Natural Resources for Resilient Agricultural Landscapes;</li>
</ol>
<ul>
<li>Getting to Markets;</li>
</ul>
<ol>
<li>Promoting a Greater Focus on Food Systems Resilience in National and Regional Policy Making</li>
<li>Contingency Emergency Response Component</li>
<li>Project Coordination and</li>
</ol>
<p><strong>Scholarship Call</strong></p>
<p><strong>Purpose: &#8211;</strong> The purpose of the S-FSRP Scholarship Programme is to enhance human capacity for Somalia’s food and agricultural systems by offering long-term training opportunities to eligible professionals and students in the agriculture and livestock sectors at FGS and FMS levels.</p>
<p><strong>Areas of focus</strong>: The S-FSRP scholarship program aims to build the capacity of the staff of the Ministry of Agriculture and Irrigation, the Ministry of Livestock, Forestry and Range (MoLFR) FGS and FMS-Line Ministries (MoAI &amp; MoLFR) and the implementing counties in areas relevant to the project.</p>
<p><strong> </strong></p>
<p><strong>3.2 Priority Training Areas</strong></p>
<p>Scholarships will focus on fields that are critical for transforming Somalia’s food systems, including:</p>
<ol>
<li>Climate-smart agriculture, climate change adaptation, and sustainable livestock systems</li>
<li>Farmers’ community engagement and technology transfer</li>
<li>Water, rangeland, and natural resource management</li>
<li>biosecurity, and veterinary public health</li>
<li>Agricultural markets and enterprise development</li>
<li>Financial inclusion and creditworthiness for farmers</li>
<li>Animal health, veterinary services, and disease surveillance</li>
<li>Food systems policy development and public expenditure analysis</li>
<li>Resilience-enhancing agricultural and livestock policies</li>
</ol>
<ol start="4">
<li><strong> ELIGIBILITY CRITERIA</strong></li>
</ol>
<p><strong>4.1 Eligible Applicants</strong></p>
<p>Eligible candidates include those from the agriculture and livestock sectors under FGS and FMS institutions who have secured admission to accredited universities. Inclusive to all staff and interns of key S-FSRP implementing agencies, Line Ministries FGS/FMS are eligible, as provided in the eligibility criteria available on the S-FSRP website.</p>
<p>The core requirements include:</p>
<ul>
<li><strong>The candidate </strong>must be a resident Somali citizen.</li>
<li>Applicants <strong>must secure admission</strong>to an accredited university prior to applying. Scholarships cannot be awarded without proof of admission.</li>
<li>Applicants must demonstrate a clear commitment to conducting research that aligns with Somalia’s food systems priorities and the thematic focus areas of the S-FSRP. This commitment should be supported by a well-developed concept note or an approved research proposal that highlights their intention to contribute to the program&#8217;s goals.</li>
<li>A formal recommendation letter from the applicant’s employer, affiliated institution, or direct supervisor is required. The letter should confirm the candidate’s qualifications, professional potential and suitability for the scholarship, as well as the institution’s supporor the applicant’s participation in the programme.</li>
</ul>
<p><strong>4.2 Programme-Specific Eligibility</strong></p>
<ol>
<li><strong>a) PhD Applicants</strong></li>
</ol>
<ul>
<li>Must be admitted to a recognized international or regional university. Scholarships cannot be awarded without proof of admission.</li>
<li>Research topic must fall within S-FSRP priority areas.</li>
<li>Since Somali universities currently lack PhD programmes in critical fields; therefore, PhD study is offered exclusively abroad.</li>
<li><strong>PhD Applicants Must not exceed 38 years of age</strong>.</li>
</ul>
<ol>
<li><strong>b) Master’s Applicants</strong></li>
</ol>
<ol>
<li>Master programs may be pursued abroad, particularly at reputable regional universities offering specialized agricultural and livestock programs, and candidates may pursue studies at regional or international universities. This approach ensures quality, equity, feasibility, and long-term sustainability of Somalia’s human capacity development agenda.</li>
<li>Applicants should already have an admission letter before submitting their scholarship application.</li>
<li>The applicants must hold at least a Second Class Upper Bachelor’s degree, or Second Class Lower plus minimum two years relevant experience.</li>
<li>Areas of study areas must align with S-FSRP technical priorities.</li>
</ol>
<ol start="5">
<li>The master Applicants Must not exceed 30 years of age.</li>
<li><strong>c) Bachelor’s Applicants</strong></li>
</ol>
<ul>
<li>Must have completed secondary education.</li>
<li>Studies will be conducted only within Somali universities.</li>
<li>Priority to applicants from FMS and public institutions.</li>
<li>The upper age limit is 25 years for those applying to  undergraduate. Scholarships cannot be awarded without proof of admission</li>
</ul>
<p><strong>4.3 Continuing Students</strong></p>
<p>The scholarship also supports ongoing Bachelor’s, Master’s, and PhD students who:</p>
<ul>
<li>Have completed coursework</li>
<li>Are admitted in accredited universities</li>
<li>Undertake research aligned with S-FSRP priority areas</li>
</ul>

<p>All applicants will be required to submit a concept note that adheres to the project’s guidelines as described below and detailed in Annex 9. The concept note should be written in font Arial 12 with a line spacing of 1.5 as elaborated below:-</p>

<li>Introduction and Relevance/justification of study should not exceed one (1) page and should include the following:</li>

<li>An introduction that brings into context previous related studies with references</li>
<li>Relevance of the proposed research to the S-FSRP thematic areas of focus, including the needs and constraints of the targeted counties</li>
<li>Problem statement (research gap) being addressed by the research</li>
<li>Objectives and expected results of the research</li>
<li>Value addition/ innovation, the research intends to achieve on resilient food systems resilience</li>
</ul>
<ol start="3">
<li><strong>Methodology and Outputs should not exceed two (2) pages and should contain the following;</strong></li>
</ol>
<ul>
<li>Outline of the conceptual and theoretical framework</li>
<li>Brief description of the study activities</li>
<li>Brief description of materials and methods for each activity, describing how the study will be conducted.</li>
<li>Outline of the expected outputs in relation to the S-FSRP thematic area of focus</li>
<li>Outline of the scope and limitations of the study</li>
<li>Workplan and Budget not exceeding one (1) page and containing the following;</li>
</ul>

<li><strong>Workplan, indicating a road map to completion</strong></li>
</ol>

<li>Summarized budget lines for each activity, noting that the personnel budget line, travel, and accommodation must not exceed one-third of the overall budget.</li>

<p><strong>BACKGROUND OF THE PROJECT</strong></p>
<p>The Bulsho Project – Strengthening Community Institutions for Social Cohesion, Inclusion and Resilience (P508408) is under the lead of the Ministry of Interior, Federal Affairs and Reconciliation – MoIFAR of the Federal Government of Somalia and responsible for the national program called Bulsho, the Somali word for society. The Bulsho Program puts citizens and communities at the center of the government’s action.  The Bulsho Program is a Somali government-led initiative designed to strengthen community and local institutions, fostering social cohesion, inclusion, and resilience. As Somalia continues its recovery from two decades of civil war, the program places a strong emphasis on enhancing service delivery, rebuilding the social contract, and promoting community-centered governance. This uniquely Somali-owned and -driven initiative underscores government ownership and leadership at federal, member state, and district levels, ensuring institutional sustainability and the realization of key policy outcomes.</p>
<p>&nbsp;</p>
<p>The Ministry of Interior, Local Government and Reconciliation of South West State of Somalia have established Project Implementation Units &#8211; PIUs, headed a State Project Managers, which have the responsibility for the activities that take place in South West State.</p>
<p>The PIUs are responsible for managing project activities at state-level and to liaise with districts. Specifically, the PIUs are responsible for: (i) Verifying eligibility of districts, appraising districts’ request to participate – this includes allocation of Bulsho packages and conducting lottery for each package and verifying the fulfilment of district commitments. (ii) Preparing state-level procurement plans. (iii) Preparing annual project work plans and budgets for state-level activities. (iv) Carrying out procurement for state-level activities. (v) Managing the contract with the logistic firm. (vi) Delivering capacity building activities and providing quality assurance and technical backstopping to districts &#8211; this includes trainings of district officials and staff. as well as community entities that play a role in the project. (vii) Preparing requisitions for funds to be transferred to districts, as per the project workplan, and in accordance with the grant agreement/sub-agreements and this POM and its annexes. (viii) Preparing quarterly narrative and financial reports for project activities taking place in their states. (ix) Verifying technical and E&amp;S appraisal of local investments (Component 3) as well as other E&amp;S actions as per the Environment and Social Management Plan. (x) Verifying the soundness of sustainability plans for the local investment prepared by the districts, including Operations &amp; Maintenance (O&amp;M) plans and the Public-Private Partnerships (PPPs) for the management of local infrastructures; and (xi) Preparing security management plans and applying security protocols in partnership with the security firm.</p>

<p>The Ministry of Interior, Local Government and Reconciliation of Soouth West State of Somalia is seeking to use a portion of the Bulsho Project to finance the recruitment of a Social Safeguarding and Gender Specialist to support the South West Project Implementation Unit &#8211; PIU.</p>
<p>&nbsp;</p>
<p><strong>Responsibilities: </strong>For the Bulsho Project activities, the Social Safeguarding and Gender Specialist at the PIU will be responsible for implementing Bulsho’s social development and gender inclusion agenda at the state and district levels. The Specialist will ensure that Local Social Contract Platforms &#8211; LSCPs, Citizens’ Charters, and community planning processes are inclusive, participatory and responsive to the needs of women, youth, minorities, IDPs and other marginalized groups.</p>
<p>&nbsp;</p>
<p>The Social Safeguarding and Gender Specialist at the PIU will be responsible for implementing Bulsho’s social development and gender inclusion agenda at the state and district levels. The Specialist will ensure that Local Social Contract Platforms &#8211; LSCPs, Citizens’ Charters, and community planning processes are inclusive, participatory and responsive to the needs of women, youth, minorities, IDPs and other marginalized groups. The Specialist will support districts and communities in preparing and applying social risk management measures, developing grievance redress mechanisms, and implementing gender-sensitive approaches in community-driven investments.  The role combines both social safeguarding and gender responsibilities, providing practical support and monitoring to ensure that Bulsho-funded investments contribute to equitable, inclusive and sustainable local development.</p>
<p>The PIU Social Safeguarding and Gender Specialist will work closely with the PCU Social Safeguarding Specialist and the PIU the Local Government and Community Development Specialist</p>
<p><strong>Selection Criteria:</strong> The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:</p>
<ol>
<li><strong><em>Educational Background</em></strong></li>
</ol>
<ul>
<li>University degree in sociology, social development, human rights, gender studies, anthropology, economics, public administration, social works, development studies. A master’s degree in the above fields is an advantage.</li>
</ul>
<ol>
<li><strong><em>Professional Experience</em></strong></li>
</ol>
<ul>
<li>Minimum of 7 years of professional experience in social safeguards or social development, inclusion, or gender-focused programs. (Note: pre-university graduation experiences will be not counted)</li>
<li>A minimum of five (5) years of professional experience in social development, community engagement, social risk management, or related fields, with at least two (2) years in fragile, conflict-affected, and/or FCV contexts.</li>
<li>Familiarity with the World Bank&#8217;s Environmental and Social Framework (ESF) or equivalent international social safeguards frameworks, or demonstrated willingness and ability to learn</li>
<li>Demonstrated experience in conducting social screening, preparing social safeguard inputs to ESMPs, and monitoring social risk mitigation measures.</li>
<li>Proven track record in facilitating participatory planning and ensuring inclusion of women, youth, minorities, IDPs, and marginalized groups.</li>
<li>Proven track record in capacity building of local governments, community institutions, and civil society actors. Note: Experience limited to policy development, advisory roles, or research without direct involvement in implementation of community-level processes will not be considered sufficient.</li>

<p><strong>REPORTING</strong></p>
<p>The Social Safeguarding and Gender Specialist will report to the South West Bulsho PIU Project Manager.</p>
<p><strong>TIMING Duration of Assignment</strong>:</p>
<p>The Social Safeguarding and Gender Specialist shall be contracted for up to 12 months and renewable upon satisfactory performance.</p>
<p>The Ministry of Interior, Local Government and Reconciliation of South West State of Somalia now invites eligible individual Consultants to indicate their interest in providing the above-mentioned services. <p><strong>BACKGROUND OF THE PROJECT</strong></p>
<p>The Bulsho Project – Strengthening Community Institutions for Social Cohesion, Inclusion and Resilience (P508408) is under the lead of the Ministry of Interior, Federal Affairs and Reconciliation – MoIFAR of the Federal Government of Somalia and responsible for the national program called Bulsho, the Somali word for society. The Bulsho Program puts citizens and communities at the center of the government’s action.  The Bulsho Program is a Somali government-led initiative designed to strengthen community and local institutions, fostering social cohesion, inclusion, and resilience. As Somalia continues its recovery from two decades of civil war, the program places a strong emphasis on enhancing service delivery, rebuilding the social contract, and promoting community-centered governance. This uniquely Somali-owned and -driven initiative underscores government ownership and leadership at federal, member state, and district levels, ensuring institutional sustainability and the realization of key policy outcomes.</p>
<p>&nbsp;</p>
<p>The Ministry of Interior, Local Government and Reconciliation of South West State of Somalia have established Project Implementation Units &#8211; PIUs, headed a State Project Managers, which have the responsibility for the activities that take place in South West State.</p>
<p>The PIUs are responsible for managing project activities at state-level and to liaise with districts. Specifically, the PIUs are responsible for: (i) Verifying eligibility of districts, appraising districts’ request to participate – this includes allocation of Bulsho packages and conducting lottery for each package and verifying the fulfilment of district commitments. (ii) Preparing state-level procurement plans. (iii) Preparing annual project work plans and budgets for state-level activities. (iv) Carrying out procurement for state-level activities. (v) Managing the contract with the logistic firm. (vi) Delivering capacity building activities and providing quality assurance and technical backstopping to districts &#8211; this includes trainings of district officials and staff. as well as community entities that play a role in the project. (vii) Preparing requisitions for funds to be transferred to districts, as per the project workplan, and in accordance with the grant agreement/sub-agreements and this POM and its annexes. (viii) Preparing quarterly narrative and financial reports for project activities taking place in their states. (ix) Verifying technical and E&amp;S appraisal of local investments (Component 3) as well as other E&amp;S actions as per the Environment and Social Management Plan. (x) Verifying the soundness of sustainability plans for the local investment prepared by the districts, including Operations &amp; Maintenance (O&amp;M) plans and the Public-Private Partnerships (PPPs) for the management of local infrastructures; and (xi) Preparing security management plans and applying security protocols in partnership with the security firm.</p>
<p>The Ministry of Interior, Local Government and Reconciliation of South West State of Somalia is seeking to use a portion of the Bulsho Project to finance the recruitment of a Local Government &amp; Community Development – LG&amp;CD Specialist to support the South West Project Implementation Unit &#8211; PIU.</p>
<p><strong>Responsibilities: </strong>For the Bulsho Project activities, the Local Government and Community Development Specialist will support the PIU in ensuring effective implementation of Bulsho’s participatory planning and community-driven components at state and district levels. The objective is to operationalize the Local Social Contract Platform, facilitate inclusive planning and decision-making, and strengthen district and community capacities to manage Bulsho-funded activities. The Specialist will provide hands-on technical support to district governments and community institutions to ensure transparency, accountability, and sustainability of Bulsho processes, with particular focus on the design and implementation of matching grants, use of voice vouchers, and support to communities in executing local investments.</p>
<p>The Local Government and Community Development Specialist will work closely with the PIU Social Safeguarding and Gender Specialist, Environmental Safeguarding Specialist and PCU Local Government and Community Development Specialists to ensure effective information sharing, oversight, guidance, and technical backstopping. The role will also provide technical support and capacity building to cities and districts under the South West State.</p>
<p><strong>Selection Criteria:</strong> The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:</p>
<ul>
<li><strong><em>Educational Background</em></strong></li>
<li>University degree in social sciences, Social Works, development studies, Political Science, International Relations, Peace &amp; Governance, International Humanitarian Action, Public Administration. A master’s degree is an advantage.</li>
<li>Professional certification in local governance, service delivery and capacity-buildings (Training of Trainer – ToR) is highly desirable.</li>
<li><strong><em>Professional Experience</em></strong></li>
<li>Minimum of 7 years relevant experience community- development, participatory planning, and local governance, with demonstrated hands-on experience at both community and district level.</li>
<li>At least 5 years’ experience working with government and/or donor-funded programs supporting Community and Local Development (CLD), Community-Driven Development (CDD) or similar approaches, including direct involvement in community-level implementation of grants, community contracting, and community-led investments, preferably in fragile or conflict-affected contexts.</li>
<li>Demonstrated experience in mobilizing communities for collective action, including community contributions or fundraising, is an advantage.</li>
<li>Demonstrated experience in designing and facilitating participatory planning processes at both district and community level.</li>
<li>Proven track record in capacity building of local governments, community institutions, and civil society actors.</li>
<li>Note: pre-university graduation experiences will be not counted. Experience limited to policy development, advisory roles, or research without direct involvement in implementation of community-level processes will not be considered sufficient.</li>
<li><strong><em>Skills and competencies </em></strong></li>
<li><strong><em>Knowledge</em></strong></li>
<li>Good understanding of Community and Local Development (CLD), Community-Driven Development (CDD) or similar approaches in Somalia, including participatory planning, community contracting, and community-level financial management.</li>

<p><strong>Responsibilities: </strong>For the Bulsho Project activities, the main objective of the assignment is to ensure effective monitoring and evaluation of the Bulsho Project at the state and district levels, through the collection, verification, and reporting of MIS data; close collaboration with district staff; and coordination with the Knowledge Management and Research Firm on survey-based data collection, in line with the Project Operations Manual (POM), the project Results Framework (RF), the project Monitoring and Evaluation Plan (MEP), World Bank requirements.</p>

<p class="p1"><strong><em>Agriculture and Irrigation (MoAI) and the Ministry of Livestock, Forestry and Range (MoLFR) of</em></strong></p>
<p class="p1"><strong><em>Southwest State of Somalia.</em></strong></p>
<p class="p1"><strong>The primary objective</strong> of the consultancy is to design and deliver context-specific, user-friendly,</p>
<p class="p1">and integrated operational manuals for the MoAI and MoLFR of Southwest State of Somalia.</p>
<p class="p1">These manuals aim to strengthen institutional capacity by improving internal systems, increasing</p>
<p class="p1">operational efficiency, ensuring compliance with national and donor standards, and promoting</p>
<p class="p1">greater transparency and accountability. The developed manuals will comprehensively address</p>
<p class="p1">the ministries’ core functional areas, including Financial Management, Human Resources and</p>
<p class="p1">Administration, Procurement, Logistics, and Supply Chain Management.</p>
<p class="p1">The scope of the assignment includes ensuring the developed manuals serve as strategic tools to</p>
<p class="p1">streamline internal processes, enhance operational transparency and accountability, and align</p>
<p class="p1">the Ministry’s functions with national regulations and international best practices in public sector</p>
<p class="p1">governance. The Consultant will undertake all the specific tasks detailed out in the Terms of</p>
<p class="p1">Reference (TOR). The duration of the consulting services contract shall be for six (6) calendar</p>
<p class="p1">months, commencing from the effective date of contract. The detailed TOR for the assignment</p>
<p class="p1">can be found upon submission of written application at the e-mail address provided below.</p>
<p class="p1">The Ministry of Agriculture and Irrigation now invites eligible consulting firms (“Consultants”) to</p>
<p class="p1">indicate their interest in providing the Services. Interested Consultants should provide</p>
<p class="p1">information demonstrating that they have the required qualifications and relevant experience to</p>
<p class="p1">perform the Services (brochures, description of similar assignments, experience in similar</p>
<p class="p1">conditions, availability of appropriate skills among staff, etc.).</p>
<p class="p2"><span class="s1">1</span>The selection criteria are<span class="s2"> as follows:</span></p>
<p class="p1">a) Core Business of the firm and the firm must be a legally registered/incorporated entity</p>
<p class="p1">with a core business focus on developing operational policies, procedures, standard</p>
<p class="p1">operating procedures (SOPs), and organizational systems. The firm must have been</p>
<p class="p1">operational in this field for a minimum of <strong>five (5) years.</strong></p>
<p class="p1">b) The firm must provide evidence of having successfully completed at least two (2) <strong>similar</strong></p>
<p class="p1"><strong>assignments within the last five (5) years</strong>. These assignments should involve the design,</p>
<p class="p1">review, or development of policies, procedures, manuals, SOPs, or strategic institutional</p>
<p class="p1">documents in a comparable public sector or development-oriented environment. The</p>
<p class="p1">submission should include:</p>
<p class="p1">• Title and scope of each assignment</p>
<p class="p1">• Client name and contact details</p>
<p class="p1">• Duration and value of the assignment</p>
<p class="p1">• Year of completion</p>
<p class="p1">c)<i> </i>The technical and managerial organization of the firm and show Multidisciplinary team in</p>
<p class="p1">the area related with this Consulting Service such as Institutional Development Specialist,</p>
<p class="p1">Financial Management Specialist, Procurement &amp; Supply Chain Management Specialist,</p>
<p class="p1">Human Resource and Organizational Development Expert (Provide only the structure of</p>
<p class="p1">the organization. Do not provide CVs of staff). Key experts will not be evaluated at the</p>
<p class="p1">shortlisting stage.</p>
<p class="p1">The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World</p>
<p class="p1">Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing &#8211;</p>
<p class="p1">Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November</p>
<p class="p1">2017 August 2018, November 2020 and September 2023, (“Procurement Regulations”), setting</p>
<p class="p1">forth the World Bank’s policy on conflict of interest.</p>
<p class="p1">Consultants may associate with other firms to enhance their qualification but should indicate</p>
<p class="p1">clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case</p>
<p class="p1">of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the</p>
<p class="p1">entire contract, if selected.</p>
