  1. The Federal Government of Somalia (FGS) has received financing from the World Bank toward the cost of the “Somalia Food Systems Resilience Project (S- FSRP)” and intends to apply part of the proceeds toward payments under the contracts for “Rehabilitation of Irrigation Canals in Afgoye District (6 Lots) – SWS of Somalia: Lot 1: Abshir Lot 2: Mukhtaar Lot 3: Hussein Lot 4: Ali Daahir Lot 5: NUUX and Lot 6: Abdi-Yare. For these contracts, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments the contract provides to be made through a letter of credit.

 

  1. The Ministry of Agriculture and Irrigation, Southwest State of Somalia now invites sealed Bids from eligible Bidders for the Rehabilitation of Irrigation Canals (6 Lots) – SWS of Somalia which are located in Afgooye District”. The proposed rehabilitation works of each irrigation canals are expected to restore the functionality of each lot’s irrigation canals by addressing siltation, embankment instability, and damaged hydraulic structures, thereby improving water conveyance efficiency, strengthening irrigation reliability, and expanding irrigation service coverage. Each irrigation canal rehabilitation work is expected to be completed within twelve (12) months from the date of commencement. The description of work/ lots and their site location is described below:

  1. Bidders have the option to Bid for any one or more lots. Bids will be evaluated lot-wise, taking into account discounts offered, if any, after considering all possible combination of lots. Bidders wishing to offer discounts, in the event of being awarded more than one Lot may do so, provided that such discounts are clearly stated in the Letter of Bid. Where a bidder is determined to be the lowest evaluated bidder for more than two Lots, the maximum number of Lots to be awarded to that bidder shall be two (2). The final award determination shall be based on the combination of Lots that provides the most economic advantage to the Employer, taking into account the evaluated bid prices, any applicable discounts, and the results of the multiple-lot assessment. The contract(s) will be awarded to the Bidder or Bidders offering the lowest evaluated cost to the Employer for combined lots, subject to the selected Bidder(s) meeting the required qualification criteria for lot or combination of lots as the case may be.

Minimum requirements for combined lots shall be the aggregate requirements for each lot for which the bidder is bidding. The same is further detailed in Section III (Evaluation and Qualification Criteria) of the Bidding Document.

 

  1. Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in November 2017 and August 2018, November 2020, and September 2023, (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

 

  1. Interested eligible Bidders may obtain further information from the Ministry of Agriculture and Irrigation, SWSS Hassan Suleiman Mohamed Ali, S- FSRP State Project Coordinator through email address swss.fsrp.proc.fekere@gmail.com & copy to: hassansmc114@gmail.com and inspect bidding document during office hours 08:00 to 16:00 hours Baidoa local time from Saturday to Thursday exclusive of public holidays at the address given below.

 

  1. The bidding documents in English Language may be obtained by interested eligible bidders free of cost upon submitting a written application to the address below.

 

  1. Bids must be delivered to the address below on or before10th September 2026 at 1:30 PM. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidder’s designated representatives and anyone who chooses to attend at the address below on 10th September 2026 at 1:30 pm.

 

  1. All Bids must be accompanied by a Bid-Securing Declaration using the form included in Section IV, Bidding Forms.

 

  1. All bids must be accompanied by a signed Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.

  

  1. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
